Technical Regulations
A technical regulation is a document which lays down product characteristics or their related processes and production methods, including the applicable administrative provisions, with which compliance is mandatory. It may also cover terminology, symbols, packaging, marking or labeling requirements as they apply to a product, process or production method.
Technical regulation becomes mandatory following regulation expressed by a law or any other regulatory document issued by relevant authority empowered to do so. They are subsequently published in the Official Gazette of the Republic of Rwanda.
In the context of the TBT Agreement, this means that they form part of legislation. If you are exporting a product to a market that imposes technical regulations on that product, you need to make sure your product complies with them, or it will be denied entry.
Example of products subject to Technical Regulation

- Machinery and equipment, which could endanger human life, such as boilers, electricity-driven construction and assembly tools, metal and woodworking equipment, medical equipment, and food-processing equipment.
- Pharmaceutical products, cosmetics, synthetic detergent, household electrical appliances, video.
- and television sets, motor vehicles, toys, certain food products and some canned foods
The Rwanda Bureau of Standards has so far developed 67 technical regulations, in the field of food agriculture, building materials and electrical and electronics.
