Two day continental workshop on establishment of Food Safety Authority and Rapid Alert System held in Kigali

Continental workshop of African food safety specialists on the establishment of a Food Safety Authority at African Union
and of a Rapid Alert System for Food and Feed-RASFF.

29th – 30th October 2012, Kigali, Rwanda

1. Background

During the meeting of AU and EU Heads of State and Government at the Lisbon Summit held on 9th December 2007, a Joint Africa-EU Strategy including the need to strengthen capacities in the sanitary and phytosanitary (SPS) fields has been adopted with the view to harmonizing SPS frameworks within Africa in the framework of the Programme Better Training for Safer Food (BTSF). The programme has resulted to the elaboration of a reference document for the harmonization of food hygiene inspections and authorization of food establishments within Africa in line with the Codex principles.

Following all of the above, the African Union Commission decided to establish a Food Safety Authority within its structure and to set a Rapid Alert System for Food and Feed (RASFF).

In order to implement this resolution, the AUC through the Interafrican Bureau for Animal Resources (IBAR) decided to organize a two-day workshop of food safety experts to discuss the feasibility of the resolution and to set a road map for its establishment and the modalities of its functioning.

2. Objectives of the Workshops

•    To agree on the need, the objectives, the structure and the functionality of a Food Safety Authority within AUC
•    To agree on the need to establish in Africa a RASFF and its functionality
•    To set priorities on information to collect, and modalities of dissemination and sharing
•    To agree on a road map for implementing the conclusions and recommendations
3. Participants

Participants will be food safety specialists, Codex contacts points, Food safety managers from Members States governments, representatives of Regional economic communities, and representatives of the African Union Commission.

4. Dates of the workshop:

This workshop will be held in Kigali, Rwanda from 29th to 30th October 2012.

5. Expected Outputs:

•    A preliminary draft proposal of a Food Safety Authority is proposed
•    RASFF is drafted
•    A road map is proposed to AUC for implementation.
