RBS Officially Launches Partnership with Private Sector Federation (PSF)

The Rwanda Bureau of Standards (RBS) and the Private Sector Federation (PSF), Rwanda officially launch an important partnership to promote trade business development in Rwanda.

RBS is a public institution that develops and implements National Standards and, provides conformity assessment (inspections, testing, metrology and certification) that facilitate trade through conformance to the set quality and safety standards. The PSF on the other hand, is an umbrella organization and a voice of the Private Sector, whose key priority areas include the promotion of entrepreneurship and business growth; building Private Sector capacity; carries out private sector advocacy and supports active involvement in Regional and International trade.

The aim of the Partnership is to facilitate standardization activities, create awareness and improve the uptake and implementation of standards that promote local and foreign entrepreneurs. Therefore, this MoU underpins the need for establishing long term collaboration between PSF and RBS with the overall objective of promoting exports and any standards related issues affecting the business community growth in Rwanda.

As one of the major challenges hindering development of the private sector is lack of knowledge or insufficient capacity to understand standardization services, RBS, through this initiative, commits to provide training of the private sector on benefits of standardization (the quality of goods and services they offer) and to provide technical support to the sector in order to adapt it to the wider competitive market. PSF and the Bureau agreed to join efforts to facilitate ease of enterprises‘ access to certification services and to support awareness and education campaigns that inform business community and major stakeholders about the benefits of certification.


RBS appreciated the good collaboration between the two organisations and PSF contribution towards stakeholders compliance with standards in particular and economic development of our country in general. In this new endeavour, identifying the most urgent capacity strengthening and certification needs will be a priority. “The standards awareness raising campaigns will go a long way in educating the entrepreneurs that application of quality and safety standards is the apex of value addition”, stressed Dr. Mark Cyubahiro Bagabe, Director General/RBS at the official launch of the partnership.

The PSF has been assisting members progress and will continue to play major role in the national development. Following this partnership launched today, we commit to avail resources for support to enterprises in accessing certification services; facilitate participation of national, non governmental entities in the trade promotion and/or related initiatives wherever relevant and possible. “Our important stake is to regularly monitor and evaluate performance of supported enterprises and advise them in order to ensure that their activities have a positive impact on their operations  argued Mr. Hannington Namara, Chief Executive Officer of PSF”.

The partnership is a remedy to the standardization uptake challenges faced by RBS in supporting industry and SMEs. “The partnership with PSF should upgrade stakeholders’ competences in all areas of Standards, Quality Assurance, Metrology and Testing, leading to improved competitiveness of Rwanda products, regionally and internationally, through certification. PRESS RELEASE: Media breakfast

 
Rwanda Bureau of Standards (RBS) has organized Media Breakfast on Thursday 16th August 2012 at The Manor Hotel. That event was organized to note with appreciation the contribution of media in support of standardization services; raising awareness on the importance of quality and safety standards for product and services competiveness in national, regional and international markets and, assurance of public health and safety. The role of the media has been paramount in underpinning the RBS quest for an effective and efficient National Quality Infrastructure (NQI); capable of providing national priority standards. These are standards that promote product competitiveness, fair trade whereby clients get good value for money, assurance of customer safety.

The purpose of the media breakfast was therefore to discuss how Rwanda Bureau of Standards can strengthen collaboration with media in inculcating the culture of standardization in the Rwandan community. During the event, Dr Mark Cyubahiro Bagabe, the RBS Director General updated the media on the progress registered in the past 10 years of service to the community. For the past 10 years, he noted, RBS has developed and adopted various standards to enable the development of business at national and regional levels. RBS has over 700 product and service standards about 1,500 standards harmonized at East African Community level to facilitate trade within the Community. Harmonised standards  have removed multiple inspections and testing of certified products through mutual recognition of quality mark, underpinning the principle of “marks equivalence”.  Multiple inspections and testing of goods originating within the EAC has been noted as one of the major non-tariff barriers (NTBs) to regional trade; a contravention of Common Market Protocol.  The RBS contribution to Micro, Small and Medium Enterprises (MSMEs) product development by providing training in application of relevant standards and access to Reference Materials and international market requirements which are accessible at the World Trade Organisation (WTO) National Enquiry Point (NEP) Web-based Portal at RBS.

The available standards for food products, construction, electrical and chemical engineering, environment, among others, are further supported by high end technology infrastructure in product testing and Metrology (instruments verification and calibration) to assure compliance to a given quality and/or safety standard. Today,  RBS has 17 Laboratories including 6 Biochemical Products Testing Laboratories for testing of such products as foods, beverages, cosmetics and petroleum fuels; three (3) Materials Testing Laboratories for construction, textiles and condoms and seven (7) Metrology (Volume, Temperature, Mass, Pressure, Electricity, Dimension and Frequency) laboratories. There is hardly any need to get products tested abroad; a costly in terms of the cost of sub-contracting foreign testing laboratories and loss of business due to the delays (of up to two months) before getting the results.

The scope of services offered by RBS is continuously increasing to meet industry, exporters and clients expectations and to harness investment opportunities.  In partnership with Trademark East Africa (TMEA) geared to accelerate export promotion through East Africa Integration, the following programs are underway:

A Business Plan that charts the road map of RBS services sustainability in the next 5 years (2012-2017) was developed in collaboration with British Standards Institution (BSI) under RBS-BSI twinning and will be operationalised effective from September 2012;

A Quality Management Information System (QMIS) to improve the efficiency of standardisation services will be launch by December 2012, capacity building of RBS staff by BSI experts to upgrade their  competence across standards, testing, certification and metrology spectrum started on the 6th August 2012 and will last three years;
six new laboratories with a total value of about USD$1m for testing of essential oils, testing for mycotoxins in food products, coffee and cereals, required for the implementation of WTO/SPS Measures and improving consumer protection, testing trace metals in food products, also required to assist their export, geochemical and environmental analysis, precious metals, mineral and element analysis and, illegal dyes and antibiotic residues will become operational early 2013;  

A communication Strategy to enable RBS timely and effective development and distribution of information on standards and technical regulations to all stakeholders, two way dialogue and positive attitude of both RBS staff and stakeholders was developed and implementation started in March 2012.

Furthermore, a new Food Testing Laboratory to a tune of USD$ 2.1m with the support of the Government of India under the 2nd India-Africa Summit Forum will be launched in January 2013. The major objectives of the facility is to promote export by ensuring that local food  processing industries produce safe and high quality food that meets  international standards. The laboratory will get technical backstopping from the International Crops Research Institute for Semi-Arid Tropics (ICRISAT) on behalf of the government of India and RBS scientists who will have received training in India in a similar laboratory.
Besides the above three year project, the government of Rwanda has been investing an average of USD$1m a year in the laboratory infrastructure development alone and during 2012/2013; a similar sum will go to establishing antibiotic residues, illegal dyes in food, batteries testing, water meter testing laboratories for safety and quality competitiveness.

The Director General further explained the developed standards, testing and metrology are integral components for certification of domestic products and systems.  Certification guarantees customer confidence and product or service competitiveness.  In this vein RBS certified 29 products during 2011/2012 giving total today of 60 products and 4 systems.    
He updated the media on implementation of regulations and policies and collaboration between RBS and other agencies in a complementary manner; for example SPS issue under the Ministry of Agriculture and Animal Resources, Medicines under Ministry of Health and environmental matters under Rwanda Environmental Management Authority (REMA), utilities under Rwanda Utility Regulatory Agency (RURA). He also pointed out that the on-going RBS reform inspections will be carried out by a separate agency in order to avoid conflict of interest between standards development and standards enforcement. This move will take RBS towards compliance with international best practice and should give enable it provide more efficient and internationally trusted services.
The media briefing was two-fold; to underpin the focus the government of Rwanda has put on standards and conformity assessments as drivers of Rwanda socio-economic transformation, to foster regular two-way dialogue that will enable RBS to take opportunity of the media as agents of distribution of information on standards and technical regulations to all stakeholders.

Dr Bagabe ended by emphasising that the role of the media is pivotal in promoting standards awareness campaign which an essential prerequisite for  quality services and product development,  market access and export promotion.

Rwanda Bureau of Standards (RBS) has concluded partnership agreement with Safe Food Africa (SAFOA) and the partnership was launched on Tuesday 17th April 2012 at MINICOM. RBS, the National Standards Body, is responsible for undertaking all activities pertaining to the development of Standards, Quality Assurance and Metrology in the country and facilitation of business growth through compliance to standards.  For the past 10 years, RBS has developed and adopted various standards to enable development of business at national and regional levels; and has established high technology infrastructure in areas of testing and Metrology to assure compliance to quality and safety standards Rwandan products. The RBS aims to establishing an operational internationally recognized National Quality Infrastructure (NQI) that will guarantee efficiency and effectiveness in the provision of Quality Standards and Conformity Assessment services for better public health and safety, environmental and consumer protection with eventual sustainable economic growth. To this end, the Bureau sensitized the Private Sector to join efforts in expanding the scope of standardization services.

The first respondent to the noble call of private-public partnership in provision of conformity assessment services was SAFOA, a private company which has come to develop Food Systems in Rwanda and the surrounding region. SAFAO will provide reliable laboratory testing services and technical guidance on process control with the goal of improving food safety, food security, health and nutrition, and economic expansion through improved trade opportunities.

The RBS/SAFOA partnership aims at establishing a working arrangement between both institutions to facilitate high quality conformity assessment services through accredited testing laboratories. It will also support attainment of an operational, internationally recognized NQI that will guarantee efficiency and effectiveness in the delivery of high quality standards and conformity assessment services that guarantee public health and safety, environmental and consumer protection, all leading to sustainable economic growth anchored on good partnership between Public and Private sector institutions.

“The RBS/SAFOA partnership launched today will help us improve the existing Conformity Assessment services by providing technical support and guidance. It will also raise the Private Sector involvement in strengthening of standardization activities and harmonization of enforcement of national quality control systems. Development of a quality culture for the application of Quality Management Systems (QMS) in Public and Private Sector is envisaged and should lead to promotion of Doing Business in Rwanda. In addition, the partnership will help RBS to provide reliable laboratory testing services and ensure that food in Rwanda meets International Standards on safety and quality.

Shared expertise in Laboratory Management Systems and analytical skills will be paramount in ensuring our Profiency Testing”, argued Dr. Mark Cyubahiro Bagabe while stressing the importance of public and private sector partnership in delivery of standardization services.
The Food industry in Rwanda will benefit broadly from this partnership as it will create an opportunity to expand the testing facilities and capabilities and the initiative falls among the first steps of making the standardization One-shop Center whereby all services could be found in the same place to improve and fast-track service delivery, considering that SAFAO will be operating in the same premises as RBS.

Rwanda Bureau of Standards (RBS) and the British Standards Institution (BSI) launched TMEA- supported Twinning Project

Rwanda Bureau of Standards (RBS) and British Standards Institution (BSI) launched Trade Mark East Africa (TMEA)-supported project on Tuesday, 13th March 2012.  RBS was established in 2002 to undertake all activities pertaining to the development of standards, quality assurance and metrology in the country. Since its creation, RBS has aimed to provide top-quality services regarding standards development, quality assurance through industry inspection, market surveillance, import inspection and certification, testing, metrology services and awareness-raising. Standards are key to upgrading the quality of products and providing solutions for consumer protection, trade promotion and socio-economic growth of the country. They are also benchmarks for business growth as standards compliance promotes quality, opens door to broader market access and increases competitiveness leading to export opportunities.

In the spirit of ensuring continued economic growth and making a step further in fast-tracking East African Community economic integration, RBS is benefitting from financial support from Trade Mark East Africa (TMEA) to empower various standardization developments. The combination of both capacity building and implementation of the national Quality Policy, called for twinning with a highly advanced and experienced standards body to uplift the existing system and make the project successful. The British Standards Institution (BSI) was thereafter identified and chosen, considering its long professional history and success in international standardization interventions. The BSI Group has grown into a leading global business services organization, providing standards-based solutions in more than 150 countries, with expertise in helping organizations improve their quality and performance, reduce their risk, manage and protect their reputations, and help them be more sustainable.

Twinning Project with BSI
TMEA, the project funder, is a multi-donor organisation which promotes regional trade and economic integration in East Africa by working closely with EAC institutions, national governments, businesses and civil society organizations. It supports partner states to substantially increase the implementation of a comprehensive framework for regional integration while engaging the Private sector and civil society to positively influence regional integration policies and practices for growth in trade. TMEA is active in supporting the Rwandan Government, Private sector organizations and civil society organisations to meet their goals. It is against this background that a Memorandum of Understanding was signed with BSI under the title of “Strengthening the Quality Infrastructure in Rwanda”.

The Twinning Program will help strengthen the Rwanda Quality infrastructure and implement the Quality Policy that was adopted by the Government in October 2010.

“RBS has registered good progress in promoting trade, public safety through quality standards development and offering conformity assessment services (inspection, testing, certification and calibration). However, there is a lot of room for improvement and this requires support by other actors and especially those with enough expertise. The twinning with BSI will upgrade RBS competences in all areas of SQMT (Standards, Quality Assurance, Metrology and Testing), leading to improved competitiveness of Rwanda products, regionally and internationally. Strengthening the Rwanda Standards Board will positively impact on Private Sector organizations as a result of standards compliance, a strong foundation to Rwanda’s continued economic growth and sustainable development”. Dr Mark Cyubahiro Bagabe, Director General of RBS stressed while explaining the importance and outcomes of the Twinning Program.
The Trade Mark East Africa (TMEA) funded project will run for three years and is made up of two main components:

• Capacity building of the Rwanda Bureau of Standards (soon to become the Rwanda Standards Board (RSB)), comprising:

(a)    assisting the development of a 5-year Business Development Strategy for RSB,
(b)    professional training for the staff of RSB;

• Private sector awareness raising and capacity building on standards.

In conformity with the compulsory food safety standards RS CAC/RCP1-1969, Rev.4 2003, Code of practice-General Principle for Food Hygien and in compliance with annex 3 of the World Trade Organisation/Technical Barriers to Trade (WTO/TBT) agreement on the preparation, adoption and application of standards;
With reference to Instructions of the Minister of Trade and Industry No. 11/2011 of 06/06/11 on Rice processing and Trading;
Rwanda Bureau of Standards hereby announces that all persons who wish to establish the food stores shall meet the following Minimum Guidelines:

1.    Location must  be approved by REMA
2.    Must  be registered by Local Government Authorities
3.    Must have enough aeration (double; bottom and top)
4.    Must have nets in vents to prevent entry of rodents, birds and insects
5.    Must have pallets on which produce are placed
6.    Must have a minimum of 2.0 meters from the roof to last sack
7.    Must have documented and implemented cleaning schedule
8.    Must have pathways between stored produce(Stacks)
9.    Must have a documented and implemented FIFO Policy, without 
 prejudice to expiry dates
10.    There must be separation of different produce with clear 
Demarcation

23.    Nose masks and head gears for workers must be available
