Import Inspection Procedures

  • Arrival of goods
  • Presentation of arrival note (avis d’arrivé) or packing list, invoice, bill of lading, certificate of analysis and any other documents.
  • Physical verification
  • Sampling where necessary
  • Normal release  if no suspect
  • Data entry and QIF payment
  • Release under seal where sampled awaiting test results
  • Goods may remain in Magerwa or at importers’ warehouses
  • After test result, goods/products found complying shall be release to the importer
  • Goods /products found not complying shall be rejected and detained.
  • Inform relevant authorities
  • Inform importer to re-export or destroy consignment
  • Witness re-export and make report with RPD
  • Witness destruction
  • In some cases destruction is not allowed (Dry cells)

 

HOW TO AVOID REJECTION

  • Be aware of the standards Act N° 43/2006 0f 05/10/2006 and Regulation for compulsory batch certificate of Import N° 43/2006  of  5/5/2006
  • Ask information on Rwandan standards before to import
  • Inform supplier Rwanda Standards requirements.
  • Check a the list of acceptable products
  • Enter an agreement with your supplier about quality LIST OF PRODUCTS WHICH NEED CERTIFICATE OF ANALYSIS
  • Foods Stuffs
  • Medicaments
  • Chemicals
  • Cosmetics: lotion, Cream, oils…
  • Lubrificant oil
  • Fertilizers
  • Shoe polish
  • Pads/Sanitary towels
  • Paints
  • Construction material: Cements, Steel bars, hollow section, mild steel plate, PVC pipes, Iron pipes etc…
  • Primary batteries

 

DOCUMENTS NEEDED

  • Certificate of analysis for product under compulsory standards
  • Certificate of fumigation: Used clothes, bags, shoes etc…
  • Phytosanitary certificate: Seeds and plants
  • Authorization letter for plastics bags from REMA
  • Veterinary certificate and RARDA authorization letter : Fresh meat, and fish
  • Certificate of donation: Gift and donation

 

LABELING REQUIREMENTS 

Each product has his  own labeling but some information is general:

  • Name of the product
  • Name and address of manufacturer
  • Country of origin
  • Net content/Net weight
  • List of ingredient for some product
  • Lot identification/Batch number
  • Date marking for some product: Foods, Cosmetics, chemicals, paint, medicines, etc…
  • Storage condition for some product
  • Instruction of use for some product
  • Precaution on chemicals
